Historic Indy Lights Racing – Purpose, Structure and Management

 

1.     Historic Indy Lights Racing (HILR) is a group of race car owners, drivers and supporting businesses that have a common goal of promoting and racing cars that ran in the CART sanctioned series between 1986 and 2001.

2.     HILR is not a business, does not collect dues or have any type of revenue stream.  Expenses incurred such as website hosting, trophy purchasing and limited advertising are paid directly by various participants of the group.

3.     HILR has no members or membership requirements.  Participation by anyone is entirely voluntary and therefore, no liability is assumed by HILR. 

4.     HILR essentially does the following:

a.     Serves as a single point of contact for all interested parties

b.     Creates and maintains a set of competition rules

c.      Creates and maintains a scoring formula

d.     Works directly with sanctioning organizations such as SVRA, HSR, track owner/promoters and HMP to promote the series and selecting race events that will comprise the HILR race schedule.

e.     Tracks and publishes the scores following each race event.

f.       Communicates with all group participants as required.

g.      Promotes the series through press releases, magazine articles and participation in relevant trade shows.

5.     HILR is managed by an individual (referred to as “manager”) that works closely with all members of the group to achieve consensus and to make decisions when consensus cannot be achieved.  For year 2012, David Porter will serve as the manager. Points and Scoring

 

1.     The 2012 Championship series will consist of twelve Sprint races run at six events.

2.     There will be two sprint races per event that includes the Saturday Qualifying Race and the Sunday Feature Race.  Both races will be gridded according to the fastest lap times of the event prior to the race.

3.      The Championship standings will be determined by the best 8 of 12 sprint races.  This allows a competitor to miss one or two events and retain the potential opportunity to win the Championship.  There will be no enduro races scored in 2012.

4.     Points will be awarded based on finishing position of eligible cars running in the HILR series.  Non-eligible cars will be excluded from the scoring process as if there were not in the race.

5.     Cars which start a race and are unable to finish will be awarded 5 points. To be eligible for finishing position points, a competitor must complete a minimum of 50% of the total laps of the race.

6.     Scoring will be derived directly from timing and scoring sheets of the sanctioning organization

7.     Trophies will be awarded to the top three competitors according to championship points standings following the last race of the series.

Driver Eligibility and Conduct

 

1.     Drivers must meet the eligibility requirements of the sanctioning organization in order to race in this series.  Since many of the scheduled races are run with SVRA and HSR, a Super License is required.  Drivers should review the qualification requirements and apply directly with SVRA or HSR for a Super License.

2.     Drivers must conform to the “style of driving” expected at vintage racing events.

3.     Drivers put on probation or suspended by the sanctioning organization at a championship series event , regardless of car or run group, will forfeit all points for the event.

 

Car Eligibility

 

1.     There are three car chassis types eligible for this series:

a.     Lola T97/20  V6 Powered  -  1425 lbs minimum weight

b.     Lola T93/20  V6 Powered   -  1425 lbs minimum weight

c.      Lola T93/20  V8 Powered   -  1500 lbs minimum weight

2.     Early F3000 variants that ran in the Indy Lights series from 1986 until 1992 may be eligible if approved by the HILR manager.

3.     The approved tires for all cars in this series are the AVON 240/600R15 fronts and 330/620R15 rears. 

 

Engine Eligibility

 

1.     The fundamental principal of this series is to run “spec cars and spec engines”.  It is incumbent upon the competitor to run a legal engine in this series and to compete with integrity.  The following rules are minimum guidance.  If in doubt, please check with the HILR manager.

2.     V6 powered cars must be equipped with a Buick V6 as originally built and supplied by George Montgomery’s Speed Shop and referred to in these rules as a “spec V6”.

3.     George Montgomery’s Speed Shop is the recommended V6 engine builder for this series.  His process includes maintaining records, insuring the “spec V6” requirements are achieved with each rebuild, and sealing the engine to prevent tampering.  The HILR manager will inspect the seal and consult with George in the case of a complaint from any competitor regarding engine legality.

4.     Competitors may opt to select another engine builder of choice, but will be required to provide proof that the engine meets the “Spec V6” requirements.  This proof will include at minimum, an engine “build sheet” and dyno graphs, all signed by the builder.  The peak horsepower cannot exceed 425 Hp.  The HILR manager may require additional inspection in the case of a complaint from any competitor regarding engine legality.

5.     V6 engines must have fuel pressure limited to 39.5 PSI +/- 1.5 PSI at wide open throttle.  Manager may randomly verify this pressure limit per section 9.5.3B of the 2001 Dayton Indy Lights Rule Book.

6.     V8 powered Lola T93/20’s must be equipped with a Chevrolet V8 that meets a specification developed for the Indy Lights Series run in Mexico from 1998 through 2001 and described as follows:

a.     Maximum displacement of 357 cubic inches

b.     Stock cast iron block

c.      Stock steel crankshaft

d.     Brodix Track 1 alloy heads

e.     Haltech ECU with verifiable specified mapping

f.       Cam profile specified by HILR

g.     9.3:1 maximum compression ratio – must use 93 octane fuel

h.     Maximum hp of 460

i.       Fuel pressure limited to nn.n +/- 1.5 PSI at wide open throttle.
